From the perspective of a contractor, Tucker is an excellent project manager. He is always aware of the ‘big picture’ in a project. He is an avid listener. Tucker finds solutions. He conditions the research team to follow the goal in the big picture under the budgetary constraints and institutional conditions.

He is likely one of the best listening managers I have ever worked with. I always felt he was constantly observing and considering the options as we faced challenging moments... and then he would offer a great solution.

From his engineering background Tucker is at the same time attentive to details without getting lost in them. Tucker quickly sees the connected linkages between decisions in an approach helping us to avoid unnecessary efforts and avoiding problems that a decision might create. Throughout our project Tucker was considering the engineering-scale details with the larger scope of estimating impacts for large watershed regions. We could have been lost in the details but Tucker kept us on a feasible approach. He is comfortable with field-level site assessments (he has completed many!) and boardroom negotiations and project scoping. Tucker kept us on target and on a workable schedule to meet the goals Tucker is very knowledgeable of the environmental regulations with wetlands and approaches for meeting the regulatory requirements. He knows the state and federal regulations extremely well and knows who to talk with for solutions. He is well-liked by other state program managers and federal officials. His collegiality makes for a very comfortable working meeting in any context. Tucker also knows how to solve ‘apparent’ impediments for meeting regulations with common sense.

It is evident that Mr. Creed is knowledgeable about the many facets required to bring a SCDOT project to completion from planning, environmental assessments and mitigation to construction. Mr. Creed is respected by colleagues as he is keen to understand and listen to the needs of all partners when assessing a project, whilst keeping the desires of SCDOT at the center of decisions to maintain and develop transportation infrastructure and improve safety.
